long follow up time for long down times

when the system works, it does work well... but when it goes down, the stattic excuse after putting in a trouble ticket AND many phone calls with no answer (voice mailbox 100 seems to be the only voicemail for the entire company) is that they are doing upgrades- yet these upgrades last for a week to two with no service, no websites active, and no mail service...
